This initiative was part of a broader range of measures proposed by the ruling party to liberalize the political landscape and appease the growing opposition movement as well as the swelling discontent in the country. Other measures included abolishing the archaic Internal Security Act (ISA) which opposition parties have long decried as being abused for political purposes, freeing up the media landscape by overhauling the outdated Printing Presses and Publications Act (PPPA), and re-examining laws pertaining to public assembly.
