In the current Parliamentary debate on the Budget, attention has been drawn to the danger of “social recession” and the need for a “social partnership” to make better use of our financial resources to help the needy. This is a step in the right direction, but we need a radical and fundamental change in the mindsets, not only of the government, but also of our people. For the government is of the people, by the people, and for the people. In a sense, the people get the government they deserve. The passing away of Dr Toh Chin Chye and Dr Goh Keng Swee brought back memories of how the early PAP leaders battled for the hearts and minds of the people.
