Just another PAP tweak with no teeth designed to give the appearance of responding to citizen concerns.

The fourteen-day period during which vacancies have to be advertised on the new jobs bank is too short. It should be at least 30 days and employers should have to prove that they interviewed Singaporeans if any apply. This should be reinforced by spot checks and even the use of undercover agents to check on compliance where discrimination is suspected. Employers are not compelled to take suitably qualified Singaporeans even If they receive such applications as grounds can always be found for employing a foreign worker. MOM says that it does not review the merits of a firm’s hiring decision but at the same time says somewhat unrealistically that what is important is that Singaporeans are considered on merit. It makes no mention of pay and working conditions so presumably employers may still reject Singaporean applications if they find foreign workers willing to work longer ...
